New particle engine in PPL!

I will be adding fading effects and a looping option.

The looping option will allow you to loop the particle at the end of it's cycle or destroy it. This would prove usefull for explosions.

The fade option can prove quite good for motion blur effects.

I am looking into the possibility to allow for the particles to use the global game api gravity and friction.
