IIRC these are applied by the operators of the phone networks, apparently to protect the network from malicious software.

Best bet is to talk to someone at Verizon. I thought this application blocking only applied to smartphones, but obviously not.

Unfortunately, I'm not sure if this is what I think it is, since you need to register with CoolSmartphone for the download link. It may be a silver bullet for application locked devices.
