Well I don't know about multiple resizes, but 20/20 is a good freeware image program for the PC. You can resize your pictures to 240x320 and then save them as optimized .gif or .jpg files and they will load in a second. Here is the link.





Be sure to resize pictures with the biCubic filter for shrinking them, and use the biLinear filter for making images bigger.

for viewing them, i recommend Picture Perfect, it works great.
