ROM=Read only memory: Stores operating system and factory installed stuff.
RAM=Random access memory: Stores whatever you want. You can run programs off this, store stuff etc. It is also used by the system for operations it needs to execute. This is where the slider comes in
The slider adjusts how much memory you want to allow the system access to. The blue bar shows the range of available memory. The slider keeps the available ram the same but changes how it may be used. Lets say you set it so there's 5 MB of storage and 30MB of program memory. If you try to install somthing that will not fit in the storage you set(5mb) it will tell you there is not enough space. Now lets say you change that so its 34 storage and 1 program. You may not be able to run some programs because the system does not have enough space to carry out the necessary operations.
The momory slider is managed automatically so you really shouldnt have to bother with it.
