Yes, you can overclock an ARM via software. I don't know what the best overclock util is these days, but I always used to use

there's an overclocker somewhere that's specifically for the 1940 because it's different from most other chips. It's not too polished though, but it might be free, try searching brighthand forums for it somewhere.
