It's good to see someone that knowns enough about electronics to realize that just because two PDA's are roughly the same size and weight, they are not equal in capability.
Paul interpreted your compiler question to mean you want to build programs from your Pocket PC. If you want to create "real" Pocket PC software on a PC, then you need Microsoft's Embedded Visual Toolkit. It is free, and includes a C/C++ gui environment and compiler, as well as Visual Basic tools. I of course recommend the former.
