What is the binary format of pocket pc ?

Probably some machine instructions ? like executable format of windows.

Is reverse enginering pocket pc applications as easy as java reverse enginering ?

Besides, those tools are all legal, it's just what you use them for, that can be illegal. I'm sure he knows whats wrong and whats right, so I'll let his own concious guide him.
