I don't look at this as Sega's "fault". More than likely one of the following occured:

A Palm developer managed to get a license from Sega to "port" (or more likely write a stripped down clone) of Sonic.

Palm got license from Sega and commissioned someone to port it, in order to demonstrate the capability of the platform and get associated with the Sega franchise.

Same thing as above but initiated by an OEM instead of Palm.

its quite obvious why palm was chosen, like james said. The average person on the street doesnt know anything about PPCs, and calls all PDAs "Palm Pilots". At least, the people that see me with my axim call it that, and i dont bother trying to explain that it isnt a palm pilot, and just let them call it whatever they want to.
