But if you are sanding down the screen, won't it become cloudy, and couldn't it damage the touchscreen layer

No, the glass screen that gets scratched is atleast 2mm thick. The touch screen section is below that glass covering and the actual display part. You can't harm it with mere toothpaste, which is why I suggested it.
