Programming on Pocket PC

I'd definately recommend microsoft embedded visual tools. Comes with eVB and eVC++. Hefty download at over 300MB though.

but are there any programming tools that he can use on his pocket pc that programs and compiles for pocket pc?

No, except for NSBasic and PocketC which aren't traditional languages.

Well, you could run PocketDOS, and then inside of PocketDOS, you can run Turbo Pascal 7. Pascal is a really nice, albeit verbose, language, with lightning fast compile times, strong typing, and is object oriented.

Yeah, but it's sort of hard to use PocketDOS for anything practical; in addition, you'd need PocketDOS to run programs you make in TP7. I did try TP7 on my Jornada, though; it was interesting as a novelty. Maybe I should try Turbo C++.
