It will also be scaled. So that say a battle in which someone has 99 versus someone having 66 Quickness should last roughly the same length of time as a battle with Quickness 9 versus 6.
Additionally, it may have a cap. So that...if someone with 99 Quickness attacks someone with 14 quickness...the 99 Quickness wont get 9 attacks per the other's 1. That would be a slaughter.
Although more than likely, this will not occur due to game balancing...the possibility of this occuring for maybe a special boss should be at least possible. Since Quickness affects a player's chance to evade a hit. Thusly, it is currently a 50% cap. A person with 14 Quickness would attack 1.5 times more than a person with 7 Quickness. This hasn't been tested yet as the game engine doesn't have full combat system support yet. So this may or may not be the final result once a real-world implementation is tested.
