PPC Emulator for Windows?

Is there a windows ce(ppc) emulator for windows?

No.

(I realize the X86 WinCE dev platform in the Embedded tools, but I can almost bet you he wants to play WinCE games/apps on his PC.)

Well I haven't seen it, but I believe there is supposed to be an all-new PPC emulator (or whatever you want to call it) in VS.NET 2003 that actually natively runs Pocket PC on Windows (2000/XP) rather than translating OS calls. I expect it will have some serious performance and stability enhancements, although you're right, it isn't meant for somebody to play PPC games on their desktop, and would be pretty expensive at that.

There are ARM/XScale emulators from Virtio:


These are real hardware emulators, there is even XScale + WirelessMMX extension (VPXS-WM).
This stuff is very expensive but they have trial version + CE images (PPC2002 & CE.NET). These emulators support serial/ethernet connections and there is SDK (i.e. PB-generated headers and stuff) for eVT.
This stuff runs at acceptable speed on a 2GHz desktop machine, but crawls on lower-end h/w.
