Unable to 'seek'

I have encode MPEG1 files using TMPGEnc, and it is great. It works great! It does exactly what I wanted it to do. Especially in converting file formats and resizing file size, I just love it. And I'm using the latest version of TMPGEnc, v. 2.00

But...
Do you know that in Windows Media Player 7 (Windows ME), where you can use the 'seek' function to jump between seconds, minutes, and hours... you know that right?
I have no problem with the 'seek' function. I can use it. Infact, I have been using the seek function to jump instantly between parts of movies that I want to watch for years.

OK, Here is the problem.
If I encoded my huge Movie file (Video=1150 Kbits/s + Audio=224 Kbits/s) into a smaller size one (Video=200 or 150 Kbits/s + Audio=64 Kbits/s), I can use the seek function.

But if I encoded my huge Movie file into a (Video=120 or 110 Kbits/s + Audio=64 Kbits/s), I can watch the file, but the seek function will no longer work in Windows Media Player. The time still moves, but the video and audio does not. Meaning, I can't fast forward or rewind.

Is this a bug? Or is there a requirement of Kbits/s for the seek function to work properly?

Thanks in Advance.

And one more thing, I converted the file @ 25 FPS.

I have encountered this problem. I am not aware of a fix for it, except using another player. I find that Real player plays good and it keeps the audio in sync better.

Am I making myself clear or was my statement very confusing to you?

uh... dont use media player. its got way too much overhead.

if you read my thread on the enterprise wmv, i'd like to add that when i got it working on media player, it ran like shit so i used gDivX (which also plays wmv) and it runs perfectly.
