The best setting's for video's on the PPC

What are the best setting I can apply to the files I encode with the screen resolution and audio/video bit rates excluded?

For example what should I use for Key frame intervals, sharpness, 1 pass or 2 pass, PAL , NTSC, NTSC film, etc.

With most WMV's the picture tends to catch evry 5 seconds is there anyway to stop this or set it to skip every 60 seconds instead of 5 seconds?

With all formats a side in general what seems to be the over all best settings for video playback on the Pocket PC?
