DVD to Ipaq with VirtualDub and 200kbps

quick question (yes or no answer will do)
i am ripping DVD's to my ipaq with VirtualDub. Settings are as follows--
MP3 audio codec at 32 kBit/s, 22,050 Hz, Mono
Divx 4 video codec at 240x320 resolution, 200Kbps
encode with 2-pass
my question is with 250kbps instead of 200 (everything else being the same), will my video be much clearer? i assume it will be the file will also be larger in size right?
i'm kind of new to this, so please forgive if this question is really dumb.
