Warfare Incorporated. But its 30 bucks but when I played it I seriously thought I was playing command and conquere. Well one of the older ones. And there is BugLord, I think that is multiplayer, and Battlefield but I don't like that one very much.

here is the description of it from the handango website but its not an online game... darn.
An original real-time strategy game of entomological combat, BugLord pits armies of bugs against each other in a struggle for survival. The player commands a diverse colony of insects, from simple worker ants to mortar-firing beetles, and fights to conquer as much territory as possible. In this world, only the strong will survive, and the dominant army feeds off the spoils of war. To be victorious, players must wage war on multiple fronts, and an ever-evolving enemy is sure to keep things challenging.
All the elements of classic real-time strategy games are available to explore: resource management, army building and tactical combat strategy. Players will explore rich forests, vast deserts and bubbling swamps as they conquer territory and fight to keep it.
BugLord's features include:
Rich Single Player Campaign Spanning 15 Immense Levels
Spectacular Graphics
Nine Different Smooth Terrains
Fully Alpha-Blended Sprites and User Interface
Unit Artificial Life AI
Advanced Strategic AI
Stunning Alpha-Blended Particle Effects
Advanced Unit Pathfinding
Requirements
BugLord for Pocket PC requires a color ARM or XScale Pocket PC device running Microsoft Pocket PC 2000 or Microsoft Pocket PC 2002. We recommend you have a 200 MHz CPU or better. 13 MB of free Storage Memory is required to install BugLord (it can be installed on a memory card) and 22 MB of available Program Memory is required to run it.
