Thanks! It appears that a VCD card is required for a PS1 to decode VCDs. It runs around $50 USD.
Here's a picture of what I'm talking about for those that are curious:
I've seen the display in action, and it has a really bright, clear picture.

While i've never really been into game consoles, my brother loves the little things! I know for a fact that he had a VCD add-on card to enable VCD playback, and he says that he seen a similar thing available for PS1 (), although has no idea where to get one in the US.
Unfortunately, he has never heard of a DivX player for ps1, only ps2, so it was probably never made. (Trust me, he would know!)

I found a site that has software to encode DivX files into PSX VCDs. It's located at . However I'm not sure if it requires a chip or anything due to Google's crappy translation job. Hope this helps!

I would get a small tv (not more than 100 dollars) that has a 12 v dc in built into it. Then get a cheap dvd player, and you would need to get a converter for that. Actually you could get a pontiac vibve (sp), they have a 120 v outlet built in.
