How do I turn off Dashboard

without having to delete the program?

I don't use Dashboard, but the obvious first place to look is in its settings. I think someone already suggested to hit Start->Settings and look there.
If you can't find anything, then use a file explorer to navigate to \Windows\Startup\ and see if there is a shortcut to the Dashboard program in there. If so, you can delete it or move it someowhere else to prevent Dashboard from launching automatically.

I don't know if it works the same way anymore, but you used to need to Start->Settings->Today and uncheck the Dashboard item, and presumably check the items you DO want on the Today Screen.

Pam,
You hit it, once you get into settings tap on Today, deselect Dashboard and reselect the items you want on the today board.
Everything back the way it was.
