Download PocketDivX (it plays DivX AVI files) for your PocketPC, I kind of think it's better than PocketTV anyway. And it's free, unlike PocketTV (Atleast their "enterprise" edition).

As for my music videos, 112kbit audio, 75-100 kbit video, and decimate the FPS by 2. That screen corruption happened to me, on an iPaq 3600, I downloaded the latest build, and I think I tried a different one.
Don't think there are any MPEG4 decoders for PocketPC though. I have some hacked MPEG4 codec here, I killed off most of it as it was causing problems with DivX and MPEG2 so I can't say if you can encode with it.
