I had a version of pocketsnes that ran great. It ran as fast as the actual system. Some people were asking about it once.

i just thought watching anime and playing games on a pocket pc will be cool thought i need some feed back if i get $400 what should get and what fun stuff can i do with it

Yeah, you can watch anime fine using Pocket MVP (divx) or PocketTV (mpeg, if you have lots of extra space and want to go for the better quality). The games are great, just PSX and GBA emulation is far from perfect. But do you really need those? We've got some great games. Just check out www.pocketgamer.org if you haven't been there yet, and browse around some of the other forums here at PM. I don't feel like making a list, but if you search people have asked about games in the past and people have listed their favs.

Just get a desktop or laptop, since the only reason you want a PocketPC seems to be because it's a toy.
