problem with joining to Members area

I've tried logging on again, booting up in both 98 and XP, registering again... everything. I still can't access the members area. What's up?

Here's the message I get every time. I can log on as many times as I want and nothing works. Registering again just fails since I have already entered my number once before under my current sign on.
