Gameboy Advance uses an ARM processor at around 30~ MHz. It's not as strong (hehe. StrongARM. lol! I'm easily amused...). Yeah. I don't think the ARM processor itself that GBA uses is optimized (much)for graphics. SNES's cpu is highly optimized because it is like 1 to 3 MHz (adjustable), but it is able to play most GBA games with little difference.
I'm sure that GBA can handle Snails, but just remember that GBA has like a 15-bit palette to display like 8 or 7-bit color on screen. The biggest difference would be the user interface. It would be more difficult to aim and stuff. That is not an issue. Also remember that GBA has like 244 by something 4/3 screen ratio, which is the same ratio for Pocket PCs (landscape) and PCs and TVs. Yeah.
Something that might want to think about is that Snails for GBA might just seem like a cheap Worms clone. You would need to find even more things to differentiate Snails from Worms. BTW, I've never played Worms.
