I'm just downloading my copy now. As far as I know, anyone can sign up for the partner program. I don't recall having to prove anything to anyone. If you want to get a copy, go give it a shot.
I didn't even know eVC++ 4.0 was out. Or was it? Is this also new with the SDK?

EVC 4.0 is useless at this point since it doesn't support PPC 2002.
Well, it is not completely useless - one can create object files and perhaps use the new assembler (which does support XScale CPU) for use with EVC 3.0.
