there is already a lot of thread about that here. Just do a seach. But yes, you can use C++ to program. Just download embedded visual on Microsoft website.
Start with C++ under windows - more resources, easier to learn, debug etc etc... - once you can code fine with windows/C++ learn PPC... it won't be hard to go from PC-windows to wince
I think, there should be a faq or a sticky thread about this how to begin in C++/ppc programming. I'm sure a lot of new people would appreciate it (like robob). But for your questions, I suggest you to buy a book or read on online. This is a good start.
