you mean using the PPC2000/PPC2002 SDK (headers / libraries) and debugging on an old device? i think it would be very difficult, needed some major hacks. example the arm vs armv4 difference.

but you can build ppc2000/ppc2002 compatible applications with evc4 and wm2003 sdk too (but you have to be carefull what sytem functions you are using)

This is what MSFT says:
You can target Pocket PC 2000, Pocket PC 2002, Pocket PC 2003 and Pocket PC 2003 Second Edition with native code from eMbedded Visual C++ 3.0 however you will not be able to utilize the new features in Pocket PC 2003 and upward. You also can target Smartphone 2002, Smartphone 2003 and Smartphone 2003 Second Edition using eMbedded Visual C++ 3.0 but again you will not be able to target the newer features of Smartphone 2003 and upward.

They also tell you what order to install everything.
