as far as i know Pierre Leroy is now working for a company that does not allow him to publish his long ago finished 1.3 version...
at the moment SoftGL can not compete with PocketGL in terms of speed. i'm not sure if it will ever be as fast, since PocketGL's speed comes because of lots of constraints it makes (strange fixed-point format, no free projection matrix, very constraint pixel format, etc...).
on the other side i do think that we'll get very close to PocketGL and further when we start supporting wireless-MMX and hardware rasterization (when it's available).
