What seems to be the problem?
You create an inf file for CABWIZ, create a cab file, then you create an ini file for SETUP.EXE and you're done. All in all it doesn't take more than 30 minutes from beginning to end. Just make sure to read the documentation how to read the CABWIZ inf file before going into it. There's plenty of documentation on the subject in the Embedded Tools for each entry of the file.
try making one for the BE300 :)

Making an installer for PocketPC does involve making inf files etc but once you know how to do it you should be able to crank them out. (I'm still doing them for a friend as he is on W95 & can't run EZSetup)
The new Casio CE 'thing' the BE300 Pocket Manager seems to be a bit different but an install creation method is slowly emerging
BTW, I'm happy with EZSetup but I wondered what others were using?

I was just pointing out that it seemed overly complicated for a simple task.
I use VB to make a shell app to register my CAB with active sync.
