as mentioned above, the "code" released of halflife is only to make your own mod's/add-on's/whatever.

interesting; than you imply that ID software makes no money with their quake 2 ? for sure ? quake 2 is still sells until today...
wait a few month, than a 1GB memory card will be standard, and you will "lick your fingers after bigger games", because a game like halflife is then nothing more than a peanut; there will be games like "enemy territory" (RtCW mod), Diablo II (i think you know it) or warcraft III and the data of each of this game is widely more than the one of halflife.
regarding your FPS problem:
the current version of windows CE seems to make some boundaries while accessing/utilizing the complete power of intels XScale CPU; the world is waiting for an update from microsoft. think for yourself dude:
you'd like to tell me, that it is a hardware-performance issue if quakeI/quakeII runs with 1/2/3FPS (as you told) on a RISC (!!!) CPU, running at 400Mhz, if the same games runs without 3D acceleration (!!!) on a 233Mhz standard PC, with a CISC CPUby 25fps ??? *rofl* it seems that you have no idea of processor/software structure/architecture.
