You can turn off textures by setting r_drawflat 1 in your autoexec.cfg. Many different optimization techniques have been discussed. You'll just have to dig through this forum to find them.
You can also get a list of all the console commands at www.planetquake.com just go to the q1 section. I keep the text on ppc theres hundreds of commands very usefull.
