Okay, I FINALLY got that problem solved:

My iPaq H3955 came with a version of GAPI that was created on 6/7/2001. GAPI 1.2 was compiled by Microsoft on 7/13/2000. That's a big difference. So I decided to download Microsoft's version. I put it in the same directory that Q2 installed itself to and made sure ref_soft.dll and game.dll were in that same directory (I had been moving them around). With that change I no longer get the "software refresh" error message. Now I just get a normal "error during initialization. I will try moving all the files onto the storage card, while scowering the forums for info on this error.

Does anyone know where I can get a PAK explorer or editor so I can edit out the sound files. I'm hoping if I lower the size of the PAK file then my device won't try to allocate more memory than I have, thus getting rid of the error message.

[EDIT] Found it! PakExplorer v1.2 available here:

[EDIT] No dice... Error during init no matter what I try.

Well now I got it to say "Couldn't Load pics/colormap.pcx" but if I put the pak file in the right place then it goes back to "Error during initialization." I wonder what order these errors are checked for because I could just be digging myself a deeper hole :/

How does it run on your 3950? Id like to try it but the files take FOREVER to download with my dial up so I'd like to know its at least playable speed first.

because the first one which is WinCE requries more minimum memory

and seriously moose your not getting any where by yelling at tested micrsoft headers :P i had the same problem as you, i fixed it quite easily, think it was by adding

#define ARM
