W A Y back in the day, when I was in the Army, it SA was perminent and you needed a special GPS to get accurate readings, which, of course, we had.

Then some genious figured out how to make SA only occur in some regions of the world, without modifying GPS units, only the software in the sattelites. And thus, we have a more limited version of SA in the US. But it is still not as accurate as, say, a military version. So you can get down to a few meters with a civilian model.

If you are really jazzed about accuracy, you can get a GPS with a multiple sampling key, that will let you get a more accurate reading the longer you are stationary. Mine does this. They also have perminent USGS posts that, if you are close enough and have a reciever, will send out 'corrections' to give you more accuracy.
