Chances are your ISP blocks port 80 outgoing.

Ah, I didn't think of that, it had said that my ISP was good for servers, so I assumed it would be on Port 80.

try those both (Apache is working on port 90 now.)

Port 90 gives me an instant non-reachable. 80 just sits there for a long time then it says it cannot find the server.
