				Control Panel->Accessibility Options

				Filter keys on makes playing games horrible.  And they already were all off Refractor. I have no idea what's the deal with this.  Maybe cleaning my keyboard would help?

				what laptop model is it?
I had a laptop where the keyboard would behave abnormally in certain situations.  The manufacturer released a new BIOS which fixed the problem.  Perhaps you should look to see if there are any mentions of this on notebook forums or your manufacturer's website.
