Control Panel->Accessibility Options

Turn off any StickyKeys/FilterKeys/ToggleKeys.

Filter keys on makes playing games horrible. And they already were all off Refractor. I have no idea what's the deal with this. Maybe cleaning my keyboard would help?

Unless your keyboard is RF, just buy a new one.

Well, considering it's a laptop keyboard, I'd try cleaning it before looking into buying a new one.

what laptop model is it?

I had a laptop where the keyboard would behave abnormally in certain situations. The manufacturer released a new BIOS which fixed the problem. Perhaps you should look to see if there are any mentions of this on notebook forums or your manufacturer's website.
