Why don't you goto the admins, and tell them their resources are being abused?
Anyway, I don't think the pinging is doing much if your router is dropping them.

Well, it's certainly calmed down since last night, so either it mostly moved on or someone did something.
My router has a built in firewall, and I have Windows Firewall.

Alright, now I'm either paranoid about my computer having been droned (what can I do to tell/fix it), or I've found the reason why I can't connect to gmail. My router has logged my LAN IP address as having sent out pings along the SMTP and POP ports, blocking them. It would seem that the IP address is to my main gateway ... but I don't have the log anymore so I can't be certain.

Both 465 and 995 are "secure" channels - make sure that your client knows about that.
