A whole DVD in 30 MB?
Possible, but the quality would be... bad. So bad that the movie wouldn't be watchable, in my opinion.
Just think of the sound: (almost) CD quality MP3 (128kbps) takes up 30 MB for about 30 minutes, even at the suggested setting of 32kbps for Pocket DivX audio it's still the same amount for 2 hours - audio ONLY! Where do you want to put the video data?
However, the video compression algorithms available these days aren't THAT powerful. Sorry, no luck.
Of course, you can always try lower resolutions and lower bitrates for audio and video, but I don't think the results would satisfy you...
