No, usually that is caused by distraction. Paying attention to the pencil, pen, mouse or brush is a distraction.
If you are using Photoshop or anything similar, you shouldn't be drawing on a "per-pixel" basis. Even I can't draw like that, neither can a bajillion other artists. Zoom out, and draw with a wider stroke.
Drawing in pen/pencil and paper, then scanning it is the best way to start out. If you can't do that, then start out in Photoshop (or whatever) and start drawing with a view that allows you to see the entire image. Only zoom in when you need to fill in the details.
That allows you to ensure the image matches the image in your head.
