umm, first of all, the PSX rarely every uses 640x480, the only few games that used that was the title screen in Grant Turismo 2. now if you had an ATI imageon with 4mb VRAM, a PocketPC with 400mhz, and 128mb RAM, not to mention, a mostly Arm ASM PSX emulator, you could emulate PSX very smoothly. Now if you had a PowerVR MBX, which kicks so much ass, and its based on the Kyro III, just slower, It has a T&L engine. you would be able to play PSX on a 206mhz strongarm, if you had that PowerVR MBX. And Quake may run smoothly on a 100mhz PC, actually, it doesnt run smoothly on a 100mhz pc, my 233mhz MMX Pentuim w/ 32mb ram and 2mb VRAM can get at most 23fps @400x300 with sound on. ok, Quake was made to run on a 100mhz Pentuim, PSX games were made to run on a 33mhz PSX. and lots of PSX games are under 100mb, lots, the only problem would be controls.
And PocketGenesis probally has no asm in it, and its not that optimized, i mean, how many times has that emulator been updated??Genesis, SNES, GBA, would run full speed w/ sound and all the good stuff, if an emulator was optimized enough to run on just a StrongARM 206mhz, and like Michael said yesterday about TWSFC playing Super Mario World, "its almost full speed"
