When you guys are saying your 400mhz Xscale = your 206mhz StrongARM you are making an obvious comparison to the PROCESSOR.
While the 400mhz processor can technically perform faster than the 206mhz ARM, it is the software that is holding back the processor ... not technical flaws of the processor itself.
Microsoft has admitted that PocketPC 2002 was not designed for XScale and therefore is not using the features of it. CE .NET will be written to take advantage of Xscale, and if they make an update will boost your current 400mhz Xscale to twice performance.

Again, im tired of ignorant people talking about how intel fugged up the processor. <u>The only people that fugged up are the hardware developers of the units who released devices too early ahead of the Microsoft CE.NET release!</u>
<b>Xscale is a good processor with good features, and when the OS and software take full advantage of it, the 400mhz Xscale will knock the socks off of your 206mhz ARM.</B>
