I'm serious. 400MHz XScale processors perform even slower than 206MHz StrongARM, and the ATI Imageon accelerator in the Toshiba e740 has extremely weak drivers at the moment that slow that device down even more.

Sure, the problems will be fixed. Actually Toshiba is about to release a ROM upgrade to fix the Imageon chip so it runs AMAZINGLY fast. But you asked which device was fastest :)
I have a Compaq H3955 and I personally love the screen it has. But it's D-Pad is poor for playing games. The Toshiba e740 has a better DPad but the screen is washed out. Personally, I'd go with the Toshiba e740. I'd have to say it's better than the Compaq H3955... but I just can't give up the H3955's screen after seeing it ;)

Sadly, the e740 has it's own problems when trying to run Quake.

X-scale is pretty damn fine. If you code directly for it, the results can be stunning. There are some developers out there who are specialising in X-scale, but not that many. I get 11 fps on my loox, which isn't bad, although this drops to less than 5 when things hot up. I love my Loox, 400 Mhz rocks!!!

3900 here, some apps like MSR will slow down ever so slightly, and others like Ag will speed up with XScale. All depends on the way the program works.

Um... We'll work on getting reviewers in a bit. I'm a bit busy right now to organize that..

BTW, the Toshiba e740 ROM is out now (took them long enough)...

It doesn't speed up 3D games, but it will help with any 2D stuff that you use. (the ATI Imageon card in this device slows down access with GAPI programs such as PocketQuake).

Well benchmark PocketQuake, now, because it used to slow it down. Maybe it will run normally.
