Well the H3970 is expensive to start out with at $700! Then another $140-$220 for the 256MB SD Card, and another $30 for the bluetooth dongle for your PC. That adds up to a almost a thousand dollars.
The buttons on the Toshiba are better, especially the D-Pad. But it's not so horrible on the iPaq, and the only games I really play use the stylus only (Snails, Sports Addicts, etc.). Why don't you go to BestBuy or Staples or CompUSA or CircuitCity or SOMETHING and try them out yourself. Tkae your current PPC and IRDA an emu and some ROMs over to it to test out the buttons with.
I think you'd be happier with the speed and support that the H3900 supplies.
But you picked a bad month to choose to buy. In 1-2 months five new PocketPC's are being released, Dell, 3 (possibly 4) from HP/Compaq, and one from Viewsonic. These three are all MUCH cheaper than the current PPC's out, but have more features, expansion, and other stuff.
The three HP models include one with built in GSM for use as a Cell phone or wireless interneting ($399), Another with GSM and bluetooth ($499) and a third with GSM, bluetooth, and Wifi ($599).
Dell is releasing a 400MHz XScale with CF port, transflective screen, all that, for $299.
Viewsonic is the same as Dell but without CF and is available for preorder from Amazon for a special low price of $249.
I'd wait until Christmas time before I bought a new device, now.
