AFAIK, Ogg files have higher quality per bitrate and produce much less artifacts. In addition, ALL Ogg files that are encoded using a modern version of the encoder use VBR. Quality is based on a scale from 1 to 10; AFAIK about 5 or 6 is near-CD quality (sort of like 192 kbps MP3, I think).
I have all my CD's ripped as 320 kbit MP3's since my now dead 525 was too slow to play Ogg files. Maybe I'll bother reencoding them, although I probably won't. 320k MP3's are pretty good.

Once I get a better PPC, I'll probably just use +/- 150 kbps Ogg files on it. But then, I really don't like PocketDivx for playing music...
