full quake

i have the full version of quake of a cd i bought and i can't find the pak1.pak and the pop.lmp that you said is needed to play!?!?!

The pop.lmp file is inside the PAK1.PAK file, which will be located in the Quake\ID1 directory after you install Quake to your desktop computer.

i looked in the ID1 directory and it isn't there. it has directories like "gfx", "glquake", "maps", "progs", and "sound"
what do i do?

It's in my Quake directory, right next to the PAK0.PAK file. Try reinstalling Quake to a different directory than you already have it installed to so it's a clean install.
