Actually, chips would be kinda cool. Crime would definitely go down, as the government would be able to track a person's whereabouts. Wouldn't need to carry a wallet anymore. Might be easier to learn things. Be nice to have instant translation if you visited another country. etc. etc. etc. There used to be a futuristic D&D-type role-playing game that did things like that. Forget what it was called though.
