I did some research on the game, and apparently the thing allows you to connect to the internet to upload high scores. Not amazing or enchanting by any means, but at least it lets us know that Nintendo is most likely planning on releasing Internet multiplayer games in the near future, if they're breaking in the feature so close to the North American PSP release.
