Everyone spies, it's no biggie. The problem is that you don't spy on allies that support you completely.
In the case of the EU, I have no problem with them being spied on, if that is the case. Remember that every time Germany has had a military it has tried to take over the continent. Also, consider that France is untrustworthy.
Luc, there is much speculation on the happenings in the 70s, and perhaps it is true. However, current U.S. laws prohibit any international intelligence agency in the U.S. from spying on it's citizens. So, what once was, is no more.
